If not for Senator Ross's vote who remained undecided until the last moment, he would have been impeached by two thirds majority.

If that had happened, he would have been the first President to be removed from office through an impeachment trial.

As per a larger section of historians, Mr. Andrew Johnson was considered a lackadaisical and ill-suited person to become President right after civil war time. He lacked political acumen of highest order to appease with the Congress, lost trust and public support, and also lacked right mindset to bring order to the country after the civil war.
